1. Decision on taking business in private: The Committee will decide whether to take items 6, 7 and 8 in private. 2. European Union (Withdrawal) Bill: The Committee will take evidence on the delegated powers in the Bill from— Professor Alan Page, Professor of Public Law, University of Dundee; and then from— Charles Mullin, Convener of the Constitutional Law and Human Rights Sub-Committee, Law Society of Scotland; Michael Clancy, Director of Law Reform, Law Society of Scotland; Kenneth Campbell QC, Faculty of Advocates. 3. Instruments subject to affirmative procedure: The Committee will consider the following— Scotland Act 1998 (Specification of Devolved Tax) (Wild Fisheries) Order 2017 [draft]; Private Residential Tenancies (Statutory Terms) (Scotland) Regulations 2017 [draft]; Private Residential Tenancies (Information for Tenants) (Scotland) Regulations 2017 [draft]; Public Appointments and Public Bodies etc. (Scotland) Act 2003 (Amendment of Specified Authorities) Order 2017 [draft]; Land Reform (Scotland) Act 2016 (Supplemental Provision) Regulations 2017 [draft]; Land Reform (Scotland) Act 2016 (Supplementary, Consequential, Transitory and Saving Provisions) Regulations 2017 [draft]. 4. Instruments subject to negative procedure: The Committee will consider the following— Public Water Supplies (Scotland) Amendment Regulations 2017 (SSI 2017/281); Teachers’ Superannuation and Pension Scheme (Additional Voluntary Contributions) (Scotland) Regulations 2017 (SSI 2017/283); Individual Learning Account (Scotland) Amendment Regulations 2017 (SSI 2017/288); M8/M73/M74 Motorways (30mph, 40mph and 50mph Speed Limit) Regulations 2017 (SSI 2017/286); Notice to Local Authorities (Scotland) Amendment Regulations 2017 (SSI 2017/295); Private Residential Tenancies (Information for Determining Rents and Fees for Copies of Information) (Scotland) Regulations 2017 (SSI 2017/296); Private Residential Tenancies (Prescribed Notices and Forms) (Scotland) Regulations 2017 (SSI 2017/297); Title Conditions (Scotland) Act 2003 (Rural Housing Bodies) Amendment (No. 2) Order 2017 (SSI 2017/301). 5. Instruments not subject to any parliamentary procedure: The Committee will consider the following— Health (Tobacco, Nicotine etc. and Care) (Scotland) Act 2016 (Commencement No. 2) Regulations 2017 (SSI 2017/294 (C.22)); Act of Adjournal (Criminal Procedure Rules 1996 Amendment) (Publicity, Remedial and Remediation Orders) 2017 (SSI 2017/298). 6. Children and Young People (Information Sharing) (Scotland) Bill: The Committee will consider further the delegated powers provisions in this Bill at Stage 1. 7. Report on instruments considered by the Committee during 2016-17: The Committee will consider a draft report outlining the work of the Committee during the parliamentary year 2016-17. 8. European Union (Withdrawal) Bill: The Committee will consider the evidence it heard earlier in the meeting. Not before 01.00 pm 9. European Union (Withdrawal) Bill: The Committee will take evidence on the delegated powers in the Bill from— Professor Stephen Tierney, Professor of Constitutional Theory, University of Edinburgh.
