1. Decision on taking business in private: The Committee will decide whether to take items 5, 6 and 7 in private. 2. Instruments subject to affirmative procedure: The Committee will consider the following— Disclosure (Scotland) Act 2020 (Incidental, Supplementary and Consequential Provision) Regulations 2025 (SSI 2025/Draft) 3. Instruments subject to negative procedure: The Committee will consider the following— Building (Fees) (Scotland) Amendment Regulations 2025 (SSI 2025/6) 4. Framework legislation and Henry VIII powers: The Committee will take evidence from— Jamie Hepburn, Minister for Parliamentary Business, Alison Coull , Deputy Director, SGLD, Rural Affairs Division, Fraser Gough , Parliamentary Counsel Office, and Steven MacGregor, Head of Parliament and Legislation Unit, Scottish Government. 5. Tobacco and Vapes Bill (UK Parliament legislation): The Committee will consider the powers to make subordinate legislation within devolved competence conferred on Scottish Ministers and UK Ministers in the Bill. 6. Quarterly report: The Committee will consider a draft report for the parliamentary quarter from 16 September to 1 December 2024. 7. Framework legislation and Henry VIII powers: The Committee will consider the evidence it heard earlier in the meeting.
